About Us
CA Engineering was founded in 1992 by Casiano Ancalle as a one-person office in his home in Puerto Rico. Over the past 33 years, we have established a group of specialized water engineers with experience ranging from recent graduates to subject matter experts. Each member in our small team brings a diverse range of skills and expertise to the table. We have a proven history of providing quality engineering and consulting services to public and private sector clients. Headquartered in Puerto Rico, we also offer services in Georgia, DC, and surrounding areas.
OUR TEAM
PRESIDENT & CHIEF ENGINEER
Mr. Ancalle has over 45 years of experience, having managed more than a thousand projects in the U.S. and abroad. He is considered one of the foremost hydrologists in Puerto Rico and Bolivia. He is a subject matter expert in the fields of hydrology, hydraulics, water/wastewater, groundwater, erosion/scour, and water quality. He has worked in public and private sectors across several countries and served as expert witness in multiple cases.
David S. Ancalle, PE, PhD
VICE-PRESIDENT & PROJECT MANAGER
Mr. Ancalle has 11 years of experience in water resources engineering. He has worked in the public and private sectors in several states and serves as expert witness in stream disturbance and flooding cases. He is a licensed PE and certified Level II Design Professional with the Georgia Soil and Water Conservation Commission. He manages projects and business development in Georgia and surrounding states.
Jesus Acevedo
SENIOR ENGINEER
Mr. Acevedo joined CA Engineering in 1998 and is a senior engineer in our Puerto Rico office. He prepares construction plans for flood control, water, and wastewater infrastructure. He is a U.S. Army veteran with more than 35 years of experience in water resources engineering. He holds a Master's degree in Environmental Management.
Zoraima Davila
SENIOR ENGINEER
Ms. Davila joined CA Engineering in 2005 and is a senior engineer in our Puerto Rico office. She is the company's expert hydraulic modeler and oversees the development of hydrologic & hydraulic studies. She has more than 20 years of experience in water resources engineering. She holds a Bachelor's degree in Civil Engineering.
Luz E. Torres, PhD
SENIOR ENGINEER
Dr. Torres joined CA Engineering in 2005 and is a senior engineer in our Puerto Rico office. She has more than 20 years of experience in water resources engineering, including HH studies, drainage systems, erosion control, groundwater, river bank protection, and detention pond design. She holds a PhD in Environmental and Water Resources Engineering.
Eric Smith, EIT
PROJECT ENGINEER
Mr. Smith joined CA Engineering in 2020 and is a project engineer in our Georgia office. He has extensive background in hydrologic & hydraulic studies, 2D floodplain modeling, and large-scale storm and sanitary sewer modeling. He holds a Bachelor's degree in Civil Engineering and is a certified Engineer-in-Training.
Florencia Cloitre
PROJECT ENGINEER
Ms. Cloitre joined CA Engineering in 2022 and is a project engineer in our Georgia office. She has expertise in 2D floodplain & groundwater modeling, as well as bridge & culvert hydraulics. She also designs water & wastewater treatment plants and develops hydrologic & hydraulic studies. She holds a Bachelor's degree in Environmental Engineering.
Tania Lopez
PROJECT ENGINEER
Ms. Lopez joined CA Engineering in 2023 and is a project engineer in our Georgia office. She develops GIS maps and tools for hydrologic and hydraulic studies. She has completed projects ranging from small commercial sites to large citywide studies. She holds a Bachelor's degree in Environmental Engineering.
Pablo J. Ancalle
PROJECT ENGINEER
Mr. Ancalle joined CA Engineering in 2024 and is a project engineer in our Georgia office. He designs electrical and C&I components for pump stations and treatment plants. He also assists with hydrologic and hydraulic studies. He holds a Bachelor's degree in Electrical Engineering and previously worked for the U.S. Naval Research Lab at the Stennis Space Center.
Deborah Negron Roman
EXECUTIVE ASSISTANT
Ms. Negrón Román joined CA Engineering in 2002 and is the executive assistant for our Puerto Rico office. She assists Mr. Ancalle with client contracts and invoices, subcontractor payments, employee payroll, and office administration. She has more than 20 years of experience in office administration.
