Ancalle Engineers was founded in 1992 by Casiano Ancalle as a one-person office in his home in Puerto Rico, originally called CA Engineering.
Over the past 33 years, we have built a group of specialized water engineers with experience ranging from recent graduates to subject matter experts. Each member of our small team brings a diverse range of skills and expertise to the table.
We have a proven history of providing quality engineering and consulting services to public and private sector clients.

Casiano Ancalle, PE
President & Chief EngineerMr. Ancalle has over 45 years of experience, having managed more than a thousand projects in the U.S. and abroad. He is considered one of the foremost hydrologists in Puerto Rico and Bolivia. He is a subject matter expert in hydrology, hydraulics, water/wastewater, groundwater, erosion/scour, and water quality. He has worked in the public and private sectors across several countries and has served as an expert witness in multiple cases.
David S. Ancalle, PE, PhD
Vice-President & Project Manager11 years in water resources engineering. Expert witness in stream disturbance and flooding cases, and a certified Level II Design Professional (GSWCC). Leads projects and business development in Georgia.
Jesús Acevedo
Senior EngineerWith us since 1998 in Puerto Rico. Prepares construction plans for flood control, water, and wastewater infrastructure. U.S. Army veteran with 35+ years of experience; MS in Environmental Management.

Our founder
Casiano Ancalle, P.E., P.H.
Mr. Ancalle founded CA Engineering in 1992. He is considered one of the foremost hydrologists in Puerto Rico and Bolivia.
Background
Mr. Ancalle has over 45 years of experience as a water engineer specializing in water resources, stormwater management, and water/wastewater engineering. His expertise includes watershed management, flood control, river regulation, erosion and sediment control, water distribution systems, water filtration plants, wastewater collection and treatment, and environmental compliance.
He has served as an expert witness in court cases over the past 30 years, written technical articles for professional journals, and lectured at several universities. He has completed thousands of engineering projects worldwide.
Public and private sector work
Before founding CA Engineering, Mr. Ancalle served as President of the Corporación de Desarrollo de Oruro (CORDEOR) and General Manager of the Servicio Local de Acueductos y Alcantarillado de Oruro (SeLA) in Bolivia, Engineer for the Puerto Rico Environmental Quality Board, and Consultant for the Puerto Rico Department of Natural and Environmental Resources.
In the private sector, he worked as an engineer for Metcalf & Eddy (now part of AECOM). He was a professor of Wastewater Engineering in Bolivia, an adjunct professor at the Polytechnic University of Puerto Rico, and has taught continuing education courses for the Colegio de Ingenieros y Agrimensores de Puerto Rico. Since founding the company, he has also consulted for the PR Department of Natural and Environmental Resources, DC Water & Sewer Authority, and Century Engineering (now part of Kleinfelder).
Qualifications
Licensed Professional Engineer (P.E.) in Maryland, Puerto Rico, the U.S. Virgin Islands, and Virginia; Professional Hydrologist (P.H.) certified by the American Institute of Hydrology; licensed engineer in Bolivia.
MS in Sanitary Engineering, Pennsylvania State University (1975). BS in Civil Engineering, Universidad Técnica de Oruro (1973).
Personal details
Mr. Ancalle was born in Bolivia and came to the United States in the 1970s to pursue a master’s degree funded by the LASPAU scholarship. He returned in the 1980s to continue his career as a water engineer.
He is married to Aleyda and has five children and five grandchildren. All of his sons and daughters have worked for CA Engineering.
Outside of engineering, he has had an extensive political career in Bolivia, has been an evangelical leader and pastor in South America and Puerto Rico, and has acted in small roles in films like Our Brand is Crisis (Warner Bros.) and The Last Thing He Wanted (Netflix).
